Layer 3 device

I think that you have to use Router to separate bandwidth but with QOS without QOS you can't do this...

A Network Scenario

Dear Yasir,
i have two Subnet IDs which are coming to me from one POE .. 1 pool of IP is of 4Mbps Shared although another one is of 1Mbps CIR

can you please let me know the most easy possible way to segregate these links via Layer 3 device ?
